HHS Puts Out Three Health Care Reform Rules

The Departments of Labor and Health and Human Services on Nov. 20 issued three proposed rules implementing major provisions of the Affordable Care Act that regulate insurers and bring new rights to consumers. The first rule proposes health insurance market reforms, including prohibiting denial of coverage because of a pre-existing condition or other factors. Insurance issuers could vary premiums--within specific limits--based only on age, tobacco use, family size and geography. Banned are other factors besides pre-existing conditions such as health status, claims history, duration of coverage, gender, occupation and small employer size and industry. States can enact stronger protections than the minimum standards under the federal rating rules.

Health IT Group Unveils Framework To Bolster Patient Engagement

On Monday, the National eHealth Collaborative released a Patient Engagement Framework to help health care providers develop health IT-enabled strategies to engage patients in their care, Clinical Innovation & Technology reports.

Details of the Framework
More than 150 stakeholders collaborated to create the guide (Gale, Clinical Innovation & Technology, 11/19). The framework aligns patient engagement strategies with current and future stages of the meaningful use program (Conn, Modern Healthcare, 11/19). Under the 2009 federal economic stimulus package, health care providers who demonstrate meaningful use of certified electronic health record systems can qualify for Medicaid and Medicare incentive payments.

This year, U.S. healthcare expenditures will total a staggering $2.8 trillion--the equivalent of the world's fifth largest economy--and are estimated to reach $3.5 trillion by 2016. Cutting healthcare costs is imperative if America is to get a handle on its tremendous debt and out-of-control healthcare spending which currently stands at 17.9 percent of gross domestic product. Unless significant reforms are put in place, we will continue to see spiraling healthcare costs.
