Although they’re not generally the target consumer for high-end electronics, kids are using smartphones and tablets in increasing numbers and are showing a clear preference among brands. According to advertising consultancy Communicus, one-third of American pre-kindergarten-age children have a tablet specifically used by them, while two-thirds of kids regularly use tablets. Among those that don’t have tablets, 50% ask their parents to buy them one.  “It’s certainly an opportunity area” for device manufacturers, Jeri Smith, president and CEO of Communicus, tells Marketing Daily. “[Kids] don’t dictate the brand, but they can use the ‘pester factor’ to get what they want.”  Read More

The District of Columbia U.S. Circuit Court of Appeals in Washington on Thursday said the full 11-member court will rehear (PDF) the controversial case that ruled Americans could not receive subsidies to help pay for plans on federally run health insurance exchanges. Oral arguments will begin Dec. 17.

The court's decision to rehear the case en banc, which experts said is rare for the D.C. appellate court, vacates the judgment issued earlier this summer. On July 22, a three-judge panel ruled 2-1 in Halbig v. Burwell that the Patient Protection and Affordable Care Act forbade people with lower incomes from receiving tax subsidies from insurance marketplaces run by the federal government, effectively making those subsidies illegal in 36 states. Meaningful Use payments top $24.8 billion

The Meaningful Use program has paid providers more than $24.8 billion in incentive payments since its inception, according to the Centers for Medicare & Medicaid Services' latest report.
The report, presented by Elisabeth Myers at CMS' Office of e-Standards and Services to ONC's Health IT Policy Committee on Sept. 3, stated that as of July 2014, there are 487,866 active registrants in the program and payments have amounted to $24,873,262,183. More than 92 percent of eligible hospitals have received payment under the Medicare and Medicaid programs, 90 percent of eligible professionals have registered for the program, and 75 percent of eligible professionals have made a financial commitment to implementing electronic health records. Pharmacy group comes down on health plans

To provide for a smooth transition from coverage to care at the start of the 2015 plan year, the National Association of Chain Drug Stores (NACDS) urged the federal government to require that health plans provide nightly updates to patient eligibility files. This is just one of many actions the group wants health plans to take to help beneficiaries during the upcoming enrollment process
NACDS announced it wrote to the Centers for Medicare & Medicaid Services (CMS) to "recommend administrative changes to facilitate a smooth start for new exchange enrollees seeking prescription drug coverage in the 2015 plan year."   Read More

Nokia (NYSE:NOK) said it will bring its HERE mapping platform to devices that run Google's (NASDAQ: GOOG) Android software starting with Samsung Electronics' Galaxy smartphones. The deal represents a major win for Nokia since the company sold its devices business to Microsoft (NASDAQ: MSFT) in April.
According to Nokia, thanks to a licensing deal with Samsung, a HERE beta for Android will be made available for free in October when Samsung rolls out its Gear S smart watch, which runs on the Tizen platform but also supports HERE. That should strengthen the link between the wearable device and Samsung's smartphones, which can be paired together via Bluetooth. Read more

Microsoft finally cracks down on deceptive Windows Store 'crap apps'

So-called deceptive “crap apps” have always plagued the Windows Store. But now, Microsoft appears to be finally ready to do something about them.
In a blog post late Wednesday, Microsoft said that it had removed 1,500 deceptively named apps as part of a policy shift to crack down on developers “trying to game the system with misleading titles or descriptions,” the company said.
A year ago, Microsoft publicly said that the Windows Store has more than 100,000 apps, and it’s unlikely that that number has climbed higher than 200,000 apps by now. But as far back as Oct. 2012—before Windows 8 even launched—analysts were pointing out that the fate of the Windows 8 app store didn’t need a large number of apps to be successful. It needed quality, and that’s not what Microsoft delivered. Instead, consumers are faced with numerous clone apps and paid “alternatives” to freeware, both outcomes that give those users a bad taste in their mouths.  Read More

The carrier has built in the same features and policies as its commercial cloud storage service but it’s added other functions to beef up security.

Apple Updates Mobile App Ad-serving Guidelines

Apple has released new, stricter guidelines for developers submitting apps to the iTunes store designed to serve ads.
Under the new rules, Apple will reject mobile apps that don’t use Advertising Identifiers, specifically the IDFA, a unique ID for each iOS device that is the only way to offer targetd ads across the network. Apps may also be rejected if they use the IDFA but do not display ads properly or have a built-in advertising, or indicate they don’t use the IDFA when they do.
With more and more developers using deep linking to help people discover relevant content within their apps, identifying content-related ads in apps has become increasingly important. Apple has expanded its iAd advertising network into 16 countries and regions, moving into Russia and Switzerland most recently.  Read More

 The FBI has warned that healthcare industry companies are being targeted by hackers, publicizing the issue following an attack on U.S. hospital group Community Health Systems Inc that resulted in the theft of millions of patient records.
"The FBI has observed malicious actors targeting healthcare related systems, perhaps for the purpose of obtaining Protected Healthcare Information (PHI) and/or Personally Identifiable Information (PII)," the agency said in a "Flash" alert obtained by Reuters on Wednesday. Read More

California court’s BYOD ruling could affect hospitals’ policies

A new California Court of Appeals ruling has dealt a major blow to bring your own device (BYOD) policies. Although the case focused on employees working in retail, the court’s decision may have implications for any employer with a BYOD policy in place. It could potentially have repercussions for healthcare down the road.
In a class action lawsuit, a customer service representative named Colin Cochran sued his employer, Schwan’s home food delivery service on behalf of 1,500 customer service reps who had been denied reimbursement for work calls made on their personal mobile phones. Overturning the verdict of the California Supreme Court, the Court of Appeals ruled that employers must reimburse employees for some “reasonable portion” of their phone bill, even if the employee’s phone plan was unlimited (so the work calls cost them no additional money) or was paid for by a third party.  Read More

NEW YORK - Barnes & Noble (B&N) Wednesday unveiled its new Nook tablet, the first of its products to be released since the company announced it would outsource its line of slates to Samsung. The new Nook is essentially a re-branded Galaxy Tab 4 that comes running Barnes & Noble’s Android overlay.  B&N CEO Mike Huseby called the launch an “historic” day for his company, saying that he was very proud to be partnering with Samsung. 
Tim Baxter, president Of Samsung Electronics America, noted that the research firms are seeing a slow-down in tablets, but he also said that Samsung continues to see sales of its slate grow. He attributed that growth to Samsung's variety of sizes and choices.  Read More

Portability enables U.S. consumers to keep their phone numbers when they switch carriers and supports the routing of virtually every voice call and text message sent across the country The FCC will decide whether to stay with current vendor Neustar or direct the industry to transition to a new vendor, Telcordia, a subsidiary of Ericsson. Apple’s iOS still rules the enterprise space, even after having fallen 5 percentage points to 67 percent of total device activations in Q2 2014. Android device activations increased the same amount to 32 percent of total activations last quarter, while Windows Phone activations remain consistent with the five previous quarters: flat at 1 percent.
The latest findings come from Good Technology‘s semi-annual Mobility Index Report. It’s worth noting that since BlackBerry devices use BlackBerry Enterprise Server for corporate email access, Good Technology does not have insight into BlackBerry handset activations. Read More
